| সংক্ষিপ্ত: | This academic essay is a compilation of the most important aspects that led Rafael Correa Delgado’s government to be characterized as hyper-presidentialism, during its two periods. In that sense, a first section exposes hyper-presidentialism as study phenomenon in Political Science. Furthermore, the paper mentions the use of Rational Choice theory to describe and justify the actions implemented by the former president to consolidate this political phenomenon. In a third part, the analysis exhibits the taking of state powers (legislative and judicial), the situation of the Rule of Law, which is seen from the citizen participation and the rights of freedom, expression and association. Within this context, the importance of the content of Decree 16 and its reformatory 739 and the communication law are included. Finally, a brief analysis of why Montecristi Constitution became the principal tool for Correa’s hyper-presidentialism is incorporated. |
