Özet:This research aims to analyze whether the electoral system applied to the election of members of the National Assembly of Ecuador is inconsistent with the constitutional mandate of gender parity established in Article 65 and 116 of the Constitution. To this purpose, gender parity is defined, as well as electoral systems. Subsequently the evolution of parliamentary representation of women and regulation of the electoral system is examined. To evaluate the effects of the electoral system on parity it has been analyzed each of the elements of the Ecuadorian electoral system and its design, taking as a reference the results of the elections of the National Assembly of 2013. From this analysis, determines whether the elements of the electoral system contribute or not to the accomplishment of the constitutional principle of gender parity and therefore, if the deficit of representation of women at parliamentary level could mitigate a better electoral system design. As a result, this research formulates a legislative proposal to materialize gender parity beyond the mere alternation and sequentially constitutes a guarantee of participation, but no effective representation of women in elective processes. This proposal focuses in all components of the electoral system.
