Yhteenveto:This paper will analyze public mental health policies in Ecuador with emphasis on the Metropolitan District of Quito and their implementation in the public health system. The World Health Organization [WHO] (1946) defines health as a state of well-being that is not only physical, but also mental and social; therefore, it should be taken into account that both physical and mental health are a fundamental part of overall health; psychological, psychoemotional and psychiatric problems can partially or totally affect the well-being and productivity of the individual. The Constitution of the Republic of Ecuador recognizes health as a right, therefore, provides that the State has the responsibility to guarantee it, in the same way, access to quality services and warmth of this and within it mental health care. Based on this premise, this research will begin with health, its consecration as a right and its relationship with human rights, and will also address mental health, the profiles of mental health problems, and how this issue is addressed in the country. The second central topic to be addressed is public policies, which are a series of actions taken by the State to mitigate a social problem. Therefore, we will focus on public policies, their constitution and development, their context within a constitutional perspective and their incorporation into the mental health framework in order to guarantee the right to health and access to health services. Public mental health policies are aimed at determining guidelines and parameters for the execution of activities focused on facing the problems derived from mental illnesses in the population. xviii Finally, it will be considered pertinent to analyze how the implementation of public policies on mental health can contribute to the strengthening of mental health care, so that it becomes a right and service accessible to the entire population, especially for those people who, due to their social, economic, physical or mental condition, cannot access adequate care, as well as the promotion, prevention, care and treatment of mental disorders and diseases benefit the community, thus allowing the individual to develop fully, and achieve the much sought-after good life.
