Análisis jurídico de la ordenanza que regula el otorgamiento de personería jurídica a las organizaciones deportivas del cantón Guaranda.

The present research work has the fundamental objective of conducting a doctrinal and legal analysis of the ordinance that regulates the granting of legal personality to sports organizations in the Guaranda canton. It aims to evaluate its coherence with national legislation, the clarity of the established procedures, and its effectiveness in practice. Through a comprehensive methodological approach, this study seeks to analyze the field of sports and administrative law, offering a critical and well-founded perspective on the regulations governing the legal personality of these organizations. It also promotes their formalization and consolidation as active agents in the social and sports development of the Guaranda canton. The granting of legal personality to sports organizations is rooted in the need to formalize and regulate sports activities, promoting their structured development in the social and community sphere. In our country, sports have historically been a pillar of social cohesion and a key instrument for developing individual and collective skills. However, the lack of clear and coherent regulations has been an obstacle to the growth of these entities. It was with the implementation of the Sports, Physical Education, and Recreation Law and the respective cantonal ordinances that a more solid regulatory framework was established for the creation, organization, and recognition of sports organizations in the country. In this context, the ordinance regulating the granting of legal personality to sports organizations in the Guaranda canton serves as an example of local regulations seeking to align their provisions with national legislation, fostering the active and organized participation of the community in sports activities. 5 The methodological approach adopted for this research is mixed in nature, combining qualitative and quantitative techniques to provide a comprehensive understanding of the subject of study. Through descriptive, analytical, and explanatory methods, this study aims to examine the legal structure of the existing regulations and their content by utilizing document analysis, interviews, and surveys as the main data collection techniques. This mixed methodology will allow for a thorough assessment of the ordinance's coherence, clarity, and effectiveness, providing a solid basis for developing improvement proposals aimed at optimizing the local regulatory framework in alignment with national legislation.
