Résumé:By means of this research work was studying the processes of internal control of the administrative and financial management within the Government Decentralized Autonomous Rural Parish Santiago, since due to the changes that are made within the law and the needs that afflict the population, proposing a restructuring of the processes, pointing out the most essential and necessary for the proper growth and development of the institution. By means of this implementation of the proposal is intended to maximize the economic and human material resources, for the fulfilment of the objectives, mission and institutional vision, improving each of the administrative and financial processes made. Within this study a study is made of the problems besetting the institution since that within the same are not counted with well-defined processes for the development of activities and thus cause the inappropriate handling of the control and management of resources and functions that are carried out. Through the implementation of surveys it was possible to detect various shortcomings in the management of resources and functions, because they did not have defined processes according to the hierarchical orders of each member of the Gad, affecting directly and indirectly to the resources, technological, human and budgetary that owns the institution. This also allowed us to define the appropriate processes in which they require greater control and definition of roles and functions of each member. Through restructuring processes are able to solve the problems that arise in the administrative and financial processes such as control of activities, management of physical resources and budget allocation of responsibilities, which allows you to enhance and display properly the activities carried out and they are evaluated each time for the improvement of internal and external services.
