Resumo:In this paper the problem of the informal economy and its action is analyzed disorganized amid the existence of plans for urban improvement Municipal administration that added to existing facilities in Tax under the new regulations are the result of the current constitution that every citizen the right to work in decent conditions and appropriate for the good life. It will begin with reference to its origins, continuing its definition and classification. The search is focused on understanding why it exists, what are the factors that have led the company to its implementation and what is the correlation between it and the formal market. Then you seek to answer the following concerns: Is there a globalization of the informal economy? How it develops? Is it a problem that can be solved only the municipal administrations and tax legislation or to intervene Statewide ?, also incumbent upon NGOs? Specifically in the study of the Tax Administration and Powers of Local Government, it develops what should be the objectives for organizing the informal economy, the tools, the means and how it should act according to the situation in the country and specifically in Babahoyo, and what should be the function of the rest of the state to use policies to support workers in the informal sector. It culminates with a raise of the socio-economic situation that is now Babahoyo, along with the actions taken by both the State and Local Government Administration on productive activities and mainly in relation to trade.
