Summary:Optimization of the communication and social media strategies implemented by the Communication Unit of CONAGOPARE Chimborazo, with the aim of strengthening digital participation among the Rural Parish Decentralized Autonomous Governments (GADPR) of the region. This thesis topic arises from the need to modernize and improve the efficiency of institutional communication processes within Rural Parish Decentralized Autonomous Governments. In a digital environment, citizen participation and public transparency largely depend on the strategic use of digital platforms. Through a mixed-methods approach (quantitative and qualitative), the research identified significant weaknesses in the planning, management, and evaluation of digital content, as well as limited interaction with rural citizens in virtual spaces. These limitations are due to factors such as economic conditions, lack of connectivity, limited access to technological devices, and insufficient public and private attention caused by the remoteness of several territories. In response to these challenges, the study proposes the redesign of an integrated communication strategy, based on principles of public communication, open government, and digital accessibility. This strategy aims to enhance social media presence, strengthen the institutional image, develop diverse communication products in native languages to reach all users, and create more effective engagement with the population. This research seeks to contribute to the consolidation of a more participatory, inclusive, and transparent public management at the parish level, aligned with the challenges of digital transformation in rural territories.
