(SNAP, 2015) El SNAP clasifica al Cerro Paraíso como Área Natural de Recreación esta menciona que ¨este espacio tiene un tamaño mediano entre 500 y 10.000 ha cuyo objetivo principal de conservación es el paisaje natural que puede estar medianamente alterado, Las principales actividades se relacionan con el turismo, la recreación y la restauración. ¨ (SNAP, 2015) En ese sentido el cerro es un espacio con el potencial necesario para convertirse en un nuevo eje de desarrollo turístico conectando norte, sur y centro de la urbe porteña, un breve análisis muestra una deficiencia de espacios de esparcimiento en Guayaquil en comparación con otras ciudades como Quito y Cuenca, la mayor parte de sus atractivos turísticos se sitúan en el centro de la ciudad. Esta aglomeración de espacios impide la diversificación disminuyendo el potencial turístico de la ciudad en general.
