Las posibles causas de este problema podrían darse por la inexistencia de respeto a las competencias establecidas a cada grupo, falta de comunicación entre el personal humanitario civil y militar o un trasfondo de intereses geopolíticos de parte de ciertos gobiernos, enmascarándolos en el contexto de ayuda humanitaria, enviando al área de operaciones sus contingentes militares para el cumplimiento de directrices ya formuladas provocando la reacción desfavorable de las ONGs, las cuales ponen en primer término a los Principios Humanitarios. El objetivo de este trabajo es explicar la importancia de la interacción efectiva entre los cooperantes, a través de reformas en el desempeño de las milicias en el teatro de operaciones humanitarias. Para llevar a cabo el estudio se realizó una investigación Descriptiva-Explicativa y Analítica-Sintética. El resultado de la investigación demuestra que la presencia de militares durante las misiones humanitarias es necesaria para apoyar a las ONGs en su labor; sin embargo, hay que tener en cuenta la ubicación del contingente militar sobre todo en conflictos armados para evitar riesgos a los civiles. La preparación debe ser constante de los cooperantes en lo que respecta al Derecho Humanitario, así como también, examinar su perfil psicológico. Tanto el personal civil como militar poseen fortalezas que deben ser aprovechadas para generar sinergismo humanitario derivando en una interacción efectiva, anteponiendo siempre la ética.This thesis aims to explain the disagreements that arise between civilian and military groups for humanitarian aid in situations of armed conflict or environmental disasters and the negative impact of this lack of coordination among the vulnerable population. The possible causes of this problem could be due to the lack of respect for the powers provided to each group, lack of communication between the military and civilian humanitarian personnel or a background of geopolitical interests by certain governments, masking them in the context of humanitarian aid , sending the area of their military operations to comply with guidelines and made unfavorable reaction leading NGOs, which lay primarily to Humanitarian Principles. The aim of this paper is to explain the importance of effective interaction among donors, through reforms in the performance of the militias in the theater of humanitarian operations. To carry out the study was descriptive-explanatory research and Analytic-Synthetic. The result of the research shows that the presence of military during humanitarian missions is needed to support NGOs in their work, but must take into account the location of the military contingent especially in armed conflicts to avoid risks to civilians. The preparation should be constant donors in terms of humanitarian law, as well as examine their psychological profile. Both civilian and military personnel have strengths that should be exploited to generate humanitarian synergism resulting in effective interaction, always putting ethics.Universidad de Guayaquil.
