Pero esta actividad en particular se ha convertido en un problema administrativo en vista de la demora, a veces prolongada, de la elaboración de la nómina del Personal lo que ha llevado a convertirla en un “cuello de botella” que ha venido obstaculizando el proceso normal de pago de haberes y salarios con los consecuentes problemas para los trabajadores. La presente tesis tiene como Objetivo General levantar la información concerniente a la elaboración del rol y proponer reformas que sirvan para acelerar el proceso Entre los Objetivos Específicos podríamos mencionar al levantamiento de las tareas involucradas en la elaboración del rol de cada una de las áreas participantes a fin de evaluar el proceso y determinar cuáles son las áreas causantes del atraso. Una vez levantado y validado el proceso de la elaboración del rol, se hará un Estudio Económico y se propondrán los cambios administrativos necesarios para corregir definitivamente el problema, agravado por una falta de sincronización en la información generada en las diferentes áreas de trabajo involucradas. Realizar el Levantamiento de tareas y el plan de mejoras para la Universidad de Guayaquil sería la metodología a ser utilizada. En vista de la importancia del trabajo, contamos con la colaboración del Personal del Área Administrativa, quienes están conscientes del problema y de que se debe darle una pronta solución ya que, por las características de la propuesta, todos los Empleados de la Universidad, incluyendo a los Maestros, se verían beneficiados. Con este procedimiento se aspira a conseguir los resultados deseados. Finalmente, podríamos concluir nuestro resumen haciendo hincapié en que las recomendaciones que estamos dando, servirán a otras áreas administrativas que padecen de una falta de organización interna.One of the main administrative functions is to develop Payroll for employees of the university in general. This thesis has the general objective to raise information concerning the development of the role and propose reforms that serve to accelerate Specific objectives could mention the lifting of the tasks involved in developing the role of each of the participating areas In order to evaluate the process and determine what is causing the delay areas.
