The method used to prepare the research work is mixed (quantitative - qualitative), through the data reported to the SEPS by the Savings and Credit Cooperatives, the securities, the current portfolio, due and due to expire, among others. The information provided by the Ministry of Social Economic Inclusion (MIES), the Superintendency of Popular and Solidarity Economy (SEPS), the National Institute of Statistics and Censuses (INEC) and the Superintendency of Banks will be used for this purpose. The type of research used in the following research work is descriptive and explanatory when analyzing the influence of Credit Savings Cooperatives in the national financial system.During the last ten years the Ecuadorian economy experienced a change in its economic policy; The government deployed a package of fiscal measures with the aim of boosting the aggregate demand of the economy, through an increase in public spending. The qualitative and quantitative priorities of Public Investment were then rethought between the years 2007 - 2017, focused within a heterodox framework of economic thought and under the philosophy of "Sumak Kawsay" or (Good Living); which seeks to achieve social inclusion of the most disadvantaged clases. However, from a praxeological perspective, the Government of Ecuador took a clear orthodox tendency in the administration of the state, with the application of the aforementioned expansionary fiscal policies and public spending. It should be emphasized that the world, for the first time knew these measures, during the Great Depression in the US or Crack of 29, in which the English economist John Maynard Keynes, postulate the "General Theory of Employment, interest and money", which proposes among other things, the intervention of the Government in the face of a possible recession; with the aim of boosting the consumption of families and companies through the generation of employment in the public sector; it is also considered the granting of credits, as well as the reduction of the interest rate to favor the circulation of money and stimulate the propensity to spend; thus favoring the restoration of aggregate demand and full employment.
