Esto se hará a través de un análisis macroeconómico de las partidas arancelarias más representativas. Estos se escogerán según criterios que se mencionarán más adelante en el estudio. Cabe aclarar que, para el presente estudio sobre las importaciones, se tomaron partidas sin derecho a crédito tributario. La razón de esto es que la mayor parte de los bienes sujetos a ISD no gozan de este privilegio por lo que se decidió enfocar el estudio al impacto que el impuesto ha tenido sobre la mayor parte del sector importador. Se tomará en cuenta que este impuesto ha sufrido varias reformas y una de ellas es la compensación de un impuesto (Renta) con otro (ISD) y no se ha dado lugar para instrumentar procedimientos claros y eficientes que lleven al pago oportuno del impuesto.This study seeks to determine the impact that the foreign currency outflow tax (ISD) has had on the Ecuadorian import sector. This will be done through a macroeconomic analysis of the most representative tariff items. These will be chosen according to criteria that will be mentioned later in the study. It should be clarified that, for the present study on imports, items without the right to a tax credit were taken. The reason for this is that most of the goods subject to ISD do not enjoy this privilege, so it was decided to focus the study on the impact that the tax has had on most of the importing sector. It will be taken into account that this tax has undergone several reforms and one of them is the compensation of one tax (Income) with another (ISD) and there has not been room to implement clear and efficient procedures that lead to the timely payment of the tax.Universidad de Guayaquil.
