Тойм:For the execution of a project, multidisciplinary work organizations are created, which are temporary and have a limited life cycle, these have been studied with social network analysis (SNA) focusing on red diagrams in the relations of the positions. The characterization of the social network has been related to the performance of the organizations, under the assumption that as long as there is more communication between its members, a better performance of the organization is achieved. However, it is not enough to establish the communication network, you, should know the quality of the information that is transmitted. This quality in turn depends on the characteristics of each member of the network (nodes) and their connections (links). However, the characterization of each member has been carried out independently at the level of administration of the companies that leave aside the personnel involved in the work. For this reason, the purpose of this study is to characterize the engineering management staff at the work planning level. To achieve the stated objective, qualitative techniques for the study of opinions were applied, in this way the transversal competencies were established for all the personnel that do engineering management. A total of 22 competencies were classified, which are classified into three groups: administrative, technical and behavioral, to which a hierarchical analytical process (AHP) is given a weight. Finally, a characterization proposal is validated, a pilot application was carried out in 9 construction projects with a total of 30 people.
