Impacto de la descentralización y desconcentración en la eficiencia administrativa en los GADs del Ecuador

This study analyzes the impact of decentralization and administrative deconcentration on the Decentralized Autonomous Governments (GADs) of Ecuador, with a focus on the case of the Public Metropolitan Company Metro de Quito. Using a qualitative methodology that included expert interviews and documentary analysis, the study evaluated how these processes have influenced administrative efficiency and public service delivery. The results indicate that decentralization has improved operational autonomy and the ability to respond to local needs, as evidenced by a user satisfaction rate of 9.2/10 for the Metro de Quito. However, challenges persist, such as the disparity in administrative capacities between large and small GADs, and the politicization of decision-making. Significant differences were observed in the governance models between the Metro de Quito and the Metro de Medellín, with the latter having a more diversified board that reduces political influence. The study concludes that effective decentralization requires continuous strengthening of institutional capacities and intergovernmental coordination mechanisms.
