Gestión de riesgos mayores en las instalaciones de la dependencia del Consejo de la Judicatura del cantón Guano: Plan de contingencia

The Judicial Council office in Guano Canton is a public institution whose main function is to carry out investigations and exercise oversight regarding noncompliance with criminal proceedings. It is located on December 20th Avenue, between Asunción and León Hidalgo Streets. This research project focused on Major Risk Management at the facilities of the Judicial Council, applying nationally recognized methodologies such as INSST, NFPA, MESERI, and FEMA 154. The application of these methods made it possible to identify and evaluate potential threats that could affect the building. Through the application of the INSST method, the most probable risks were identified and generally assessed, determining that the events with a significant risk level are earthquakes, volcanic ashfall, and fires. Using the MESERI method, a medium fire risk level was obtained. According to the NFPA methodology, the facility presents a high risk level, and through the application of the FEMA 154 method, the building’s structural vulnerability was classified as low. Based on the risk identification and evaluation, a contingency plan was developed and presented as a proposal. This plan includes preventive and emergency response measures, action protocols, the formation of emergency brigades, and evacuation maps, aiming to improve staff efficiency in the event of possible emergencies and promote a safer working environment.
