| Summary: | This study, titled "Evaluation of Public Policy in Managing the Covid-19 Pandemic Regarding the Development of Territorial Mobility in Riobamba Canton," investigates how policies aimed at controlling the spread of Covid-19 have influenced urban mobility patterns and local socioeconomic dynamics. It provides a critical evaluation of the effectiveness of these public health measures in the context of a health crisis, offering insights into the socioeconomic changes experienced by the local population. The primary objective is to assess the impact of these policies on territorial mobility during the pandemic. Specific aims include analyzing quantitative mobility data before and after the implementation of the policies, identifying key challenges, and proposing recommendationsfor improving future strategies. The study combines both qualitative and quantitative methodologies, utilizing a local population sample to gather data on residents' experiences with the implemented policies, along with a comprehensive analysis of official urban mobility documents and statistics. This mixed-methods approach provides a wellrounded view of the policies' effects. The findings reveal that, while the policies initially succeeded in reducing mobility and controlling the virus's spread, they also led to significant negative outcomes, such as rising unemployment and decreased access to essential services. Furthermore, initiatives promoting bicycle use and alternative transportation have not contributed to the long-term sustainability of urban transport. These results highlight the need for a more balanced approach, integrating health control with social and economic well-being. The study concludes that current policies require adjustment to addressthese shortcomings and recommends adopting an inclusive approach that meets the needs of all sectors while promoting sustainable mobility. Additionally, the research emphasizes the importance of establishing continuous evaluation mechanisms to ensure the adaptability of public policies for future crises. This study contributes valuable insights into the real-world impact of public policies on urban mobility and offers a framework for future research on this topic. |
