Gestión de riesgos mayores en la Unidad Educativa Puruhá de la parroquia Quimiag.

The Puruhá Educational Unit, located in the Quimiag parish of Riobamba canton, offers upper basic and high school education services to adolescents from the area and surrounding regions. This research project aims to analyze major risks faced by the educational institution, whether of natural or anthropogenic origin, which may cause harm to the educational community and visitors. To assess the threats, nationally recognized methods such as MEIPEE, NFPA, MESERI, and FEMA 154 were used. MEIPEE identified high risks for earthquakes and floods, and medium risks for volcanic events and fires. The NFPA assessment revealed a low combustible load in most areas, except for recycling and mixed storage areas, where the combustible load was medium. MESERI showed a medium fire risk in most areas but a serious risk in storage areas due to a lack of fire protection. Finally, FEMA 154 indicated a low seismic risk for the facilities. Following the evaluation, mitigation measures were implemented for the identified risks. The educational community and emergency brigades were trained in fire prevention, extinguisher use, first aid, and emergency roles, with support from the Riobamba Fire Department and the Red Cross. An emergency plan was then developed and implemented, approved by the Riobamba Municipality Risk Management Unit, to protect the integrity of the educational community. This plan provides guidance on how to act in the presence of natural or anthropogenic risks, thus enhancing response capabilities.
