El principio de participación ciudadana en los presupuestos participativos y su efectividad en la construcción del Plan Anual de Contratación

The objective of the research was to analyze, through a doctrinal legal study, the principle of citizen participation in the construction of participatory budgets to establish its effectiveness in the construction of the PAC. The research was carried out in the Riobamba Canton, in the Municipal Decentralized Autonomous Government of Riobamba entity. A deductive and legal method was applied. The approach was qualitative with a non-experimental design. The population was made up of the GAD workers of Riobamba with a non-probabilistic convenience sample. The techniques that were applied were the interview. The analysis of the research revealed that the principle of citizen participation in Riobamba's participatory budgets plays a crucial role in the development of the PAC. Findings highlighted that implementing this principle allows for greater community involvement in local budgetary decision-making, thereby promoting transparency and legitimacy in administrative processes. Additionally, areas for improvement were identified in promoting effective participation and integrating mechanisms to enhance accountability and efficiency in the execution of public resources. The research underscores the importance of the principle of citizen participation in the construction of participatory budgets as a tool to enhance local public management in Riobamba. It provides a solid foundation for recommending strategies that could further optimize the effectiveness of these processes, thereby strengthening participatory democracy and community development within the municipal context.
