Summary:The purpose of this research was to analyze the relationship between ethics and the responsibility of public servants with the work environment at the San Luis Parish Decentralized Autonomous Government (GAD), located in Riobamba canton, Chimborazo province. Ethics is defined as the set of principles that determine correct or incorrect actions of an individual inside or outside an institution, while responsibility is understood as a fundamental value that implies the obligation and/or ability to account for one's actions and, in certain cases, those of others. Both variables significantly impact the work environment, a key factor for institutional growth and fulfillment of institutional objectives. This research employed the hypothetical-deductive method along with a descriptive research approach. The study population consisted of the 10 members of the San Luis Parish GAD, who were administered a questionnaire designed to gather the required information. The data obtained was processed and analyzed using Microsoft Excel. Through the calculation of the Chi-square value, the null hypothesis was rejected, confirming that the ethics and responsibility of the public servants at the San Luis Parish GAD directly influence the work environment of the institution. The research results revealed that there is limited knowledge of organizational culture within the San Luis Parish GAD. Therefore, it is proposed to implement an institutional code of ethics to strengthen the institution's organizational development, promote a positive work environment, and establish itself as one of the most transparent and efficient parish governments.
