Тойм:SUMARY O ABSTRACT The purpose of this investigative work is to determine the effectiveness of the right to Intercultural Bilingual Education in the province of Chimborazo, where issues such as public policies implemented by the State will be addressed. It works on the participation of social actors (rights included within the scope of the educational community) and the exercise of the collective rights of peoples and nationalities, contemplated in Art. 57 of the 2008 Constitution. It will start by carrying out the study of the historical context from where the indigenous peoples originated, the bilingual intercultural education, their birth, trajectory and leaders who form a very important role that over time have implemented measures, which have allowed us to have great achievements with respect to the implementation of intercultural bilingual education. The EIB seeks to develop an education that is in relation to the socio-cultural reality of the indigenous population, which by maintaining particular social and cultural characteristics, require policies and strategies in accordance with their culture to achieve an education in which the cultural wealth that different peoples have managed to generate and maintain throughout their history. This model of education is an invitation to peace, it is a path to coexistence. A study of the historical process of the EIB itself in the province of Chimborazo, the legal framework, the socio-cultural foundation and the guidelines of the EIB will be carried out.
