As will be shown below, this allows us to reinforce our thesis of the urgency of implementing development strategies in these sectors, which face structural problems that do not allow them to make progress in improving their living conditions. The structural problems that prevent them from improving their quality of life, as reflected in the incidence rate of income poverty in these geographic areas, will be urgently addressed in Ecuador. In Ecuador, it will be urgent to address these depressed areas through local initiatives that can link the inhabitants of rural areas in an upward spiral, allowing them to combat the poverty they are experiencing. The study records that income poverty at the national level in June 2022 stands at 25.0 % while urban poverty is 16.7%, and poverty in rural areas is 42.9%. At the same date, extreme poverty at the national level stood at 10.7%. In urban areas, extreme poverty is 5.2% and in rural areas it is 22.7% (INEC, 2022). In this context, the present research aims to design a community development plan based on the knowledge of the existing problems in the community that have kept this rural territory stagnant with high levels of poverty, for which we started with a diagnosis of the current situation of the community and then made the development plan containing plans and programs as tools to strengthen management and improve the quality of life of its population.
