Aanálisis de ordenanza del sistema de estacionamiento tarifado en Riobamba y el derecho ciudadano

ABSTRACT This research provides a new approach to the current ordinance of the fee parking system in the city of Riobamba. The absence of studies and proposals of this nature, fill a knowledge gap that perfects the creation of these ordinances, and, in addition, as a perfectible work, it is possible to enrich and contextualize according to the socioeconomic environment in this case of the city of Riobamba. The scientific question of the possibility of undertaking an instrument of such nature is answered, where the citizen criteria and the officials in charge, allow the design and application of such ordinances, respecting current legislation and citizen rights. The lack of relevance in the ordinance of the case study, the criteria and perception of the user citizen regarding their right and the service received is analyzed, and as a final proposal, the design of the ordinance according to the results of the model or procedure. This research, validated in the case study, demonstrates its feasibility of being legitimized, socialized and applied in the rest of the GADs of Ecuador, always appropriate to the local context.
