Likewise, urban growth can be seen in the north of the city where polygon Z 18 is located, which was considered an area in the process of occupation in 1998 and is now considered a consolidated area; this sector is located next to the Escuela Superior Politécnica de Chimborazo, which originated with the creation of the Instituto Tecnológico Superior de Chimborazo (Chimborazo Higher Technological Institute) founded in 1969. These changes that the city is continually undergoing due to the creation of large educational facilities such as ESPOCH - which currently welcomes students from different provinces of the country and has been in recent decades the main axis of economic development of this sector - causes the constant growth of its student population, which demands housing and lodging services; This has forced the sector to adapt and create new buildings for this service; this displacement originates new infrastructure and urban equipment needs; from this point the purpose of creating policies that cover the socio-cultural needs demanded by the development of this polygon is born. The process of formulating policies for urban facilities consists of several stages: first, there is the diagnosis of the population, which is carried out in order to obtain inputs and resources in terms of methodologies, information processing and technical studies that initiate the investigation of perceived needs; second, the formulation of strategic lines and lines of action; and finally, the approval for their implementation. |
