this research project is divided into five chapters, whose communicative and cultural analysis of the issues raised is made. In the first chapter the problem arises, the overall objective, specific objectives and justifies the importance of the subject, this is the axis on which the investigation is guided. In the second chapter the theoretical foundation development; This includes the theoretical , scientific and conceptual support to defend my research work within this four units are developed, at first tried theories of communication, signal transmission , information theory , theory of the hypodermic needle or magic bullet. On the second drive spanned the history of radio, which means the radio message, influence and immediacy of a message. In Unit Three, I focus on the radio program, the influence of this on society and the subject matter, Chimborazo Talk radio program, its objectives, its organization and its goals. Finally unit four covers aspects of the study populations, San Luis and Punín, the history of each, its people, its authorities, their language and the work they carry out, an important part of their livelihood.
