Summary:This research evaluates the implementation of Municipal Ordinance No. 005‐2023, which governs the regularization of de facto consolidated human settlements of social interest in the peripheral areas of Riobamba Canton, in relation to the Sustainable Development Goals (SDGs). The study employed a mixed-methods approach, utilizing a non-experimental, comparative design that was exploratory, descriptive, and evaluative in nature. Targeted surveys were conducted with 69 community leaders from settlements on the outskirts of Riobamba. The results indicated a predominantly neutral or negative perception of the legal component. For instance, in response to the question concerning the dissemination of the ordinance’s benefits, participants were evenly divided, with 15 respondents selecting “strongly agree,” “neutral,” and “disagree,” respectively. Regarding the operational implementation component, 23 participants expressed disagreement with the current regularization process for consolidated settlements, indicating notable opposition to the existing procedures. Regarding the continuous improvement component, 17 participants strongly disagreed with the use of indicators to assess the beneficiaries’ quality of life, reflecting uncertainty and mistrust likely stemming from past negative experiences with evaluation processes. In addition, direct observation and document analysis revealed several issues, including a lack of clarity, delays in administrative procedures, insufficient follow-up, deficiencies in basic and educational services, inadequate information dissemination, weak citizen participation, and shortcomings in technical execution. To address these issues, a proposal based on a logical framework was developed. It includes measurable indicators, clearly defined institutional roles, and key actions such as the digitization of procedures, implementation of training programs, establishment of interinstitutional agreements, and the assignment of specific targets aligned with the Sustainable Development Goals (SDGs). The aim is to enhance the ordinance’s efficiency, transparency, and social impact, thereby placing consolidated settlements on a genuine path toward sustainable development.
