| Riassunto: | Budgeting is a mechanism to guarantee the right to quality education; however, in Ecuador, the increase in the student population has not been accompanied by the proportional increase in the budgets assigned by the State. The lack of budget causes adverse situations when it is not carried out efficiently and progresses directly to quality education in the country. In effect, the budget deficit has significantly impacted the maintenance and modernization of physical and technological infrastructures and the hiring of teachers, researchers, and other personnel, which considerably affects higher education and training programs. Under these considerations, the purpose of this Research lies in evidencing the existing problem in the Ecuadorian legal system, which influences higher education concerning the budget of universities and polytechnic schools. It is a study with a mixed approach of legal analytical, historical, logical, and descriptive types, non-experimental design. The population involved is made up of authorities and teachers from the University of Chimborazo, as well as professionals in the subject to whom an interview was applied. The results indicate that the budgeting of universities affects the quality of education and, in turn, the country's development, which violates the fundamental right to quality education by the Ecuadorian State because, in Ecuador, the constitutional provisions do not comply. |
