Shrnutí:This research has an economic and social approach at the same time, it tries to show whether the construction of a base road stabilized with cement is a true contribution to the economic and social development of rural communities, using the soil in situ through the Portland Cement Association (PCA) recommendations for the required cement dosage. A case study based on the information established in the local Plan de Desarrollo y Ordenamiento Territorial and that provided by the Gobierno Provincial de Chimborazo managed to determine the parish for the collection of information through a survey, properly applied to the direct beneficiaries by the probable construction of the civil works. The social costs expected from saving mobilization times were related to the GDP per capita registered by the Banco Central del Ecuador (BCE), determining it in money, which represents the difference by production of the sector, attributable to benefit. In contrast; the cost, includes the execution and road maintenance. Therefore, the C / B ratio indicated a true socioeconomic contribution to the rural sector with the implementation of roads of cement stabilized base.
