El proyecto se desarrolla por medio de un sistema a escala de ciudad, con zonas capaces de incorporar el espacio público a los equipamientos existentes y propuestos, con el fin de resolver las necesidades del entorno inmediato, y la integración de estas con la ciudad. La propuesta se enfoca con mayor detalle en la “integración del río con el centro urbano de la ciudad”, recuperando los márgenes del río y la relación con el entorno construido.
