Add Tag | Summary: | ABSTRACT: The investigation titled "Special Examination of Public Procurement Processes: Electronic Reverse and Small Amount Auction in EP-EMMPA “San Pedro de Riobamba” 2021, focused on carrying out an exhaustive analysis of the acquisition procedures carried out by EP-EMMPA “San Pedro de Riobamba” during said period, focusing specifically on the electronic reverse auction and smaller quantity processes. The purpose of this research project was to recognize irregularities, regarding compliance with current regulations by EP-EMMPA “San Pedro de Riobamba”, with a special emphasis on the effectiveness and transparency of the electronic reverse auction and the procedures minor amount. To carry out this special examination, specific audit methodologies were used, including analytical, deductive and inductive techniques. In addition, field and documentary research was carried out, with the collection of information through questionnaires and analysis of relevant documents. This allowed us to obtain a complete vision of the public procurement processes analyzed. During the course of the investigation, attention was paid to compliance with current legal regulations on public procurement, evaluating the coherence and conformity of the procedures with the regulations established by law. The results obtained during the special examination are presented in detail in a final report. This report includes comments, conclusions and recommendations to improve the public procurement processes of EP-EMMPA “San Pedro de Riobamba”. It is expected that this study will contribute to strengthening integrity and efficiency in the management of public resources, promoting more transparent and ethical practices. |
