Lineamientos de intervención en los bordes urbanos. Caso de estudio: Barrio la Libertad, parroquia San Luis, Riobamba

The perimeter of the city of Riobamba is consolidated due to demographic expansion, which has caused uncontrolled growth that needs more provision of essential services. La Libertad neighborhood in the San Luis Parish, Canton Riobamba, is a clear example of this, being affected mainly in physical, social, economic, environmental, and governance aspects, which will be analyzed in this study. The starting point for the sector's intervention is to consider the five factors already mentioned in which irregularities are evidenced, and solutions to the existing problems are proposed. There is a multi-criteria analysis; in the first instance, a conceptual, theoretical inquiry was made, followed by a study of the background and statistical facts of Barrio La Libertad; this information is complemented with the development of surveys and direct observation of the neighborhood. Next, all the information collected is synthesized, and solutions are given to the main problems. For the formulation of urban guidelines, the diagnosis results are merged with technical criteria, and a strategic line is obtained for each aspect, which is hierarchized in response to the urgent problems found in the study. The result has been realized through specific guidelines in the considered areas of urban design that directly affect the improvement of the quality of life of the sector and the development of the city.
