總結:The present investigation is aimed at the analysis of the factors that affect the provision of the budget in the "Empresa Eléctrica Riobamba S.A." in relation to the execution of the electronic reverse auction processes corresponding to the 2019-2020 period, therefore, the research had a mixed approach, that is, qualitative-quantitative since numerical data were analyzed, having as a modality the review of different points of view of other authors related to the research topic. The data collection was carried out through the survey technique that was applied to the officials who are related to the object of analysis. The results obtained from the survey allow knowing the level of knowledge of the officials surveyed, in relation to each of the phases carried out for the electronic reverse auction processes and the use of the resources assigned to them. In order to achieve a better understanding of the results, it was decided to present the information in graphs and tables, generating a statistical analysis to test the hypothesis. Concluding that the execution of electronic reverse auction processes do affect to the provision of the budget of "Empresa Eléctrica Riobamba S.A."; and the greatest affectation that was detected through the investigation lies in the fact that the processes analyzed must go through a bidding stage, where the participants must compete to lower the price of the good or services offered, causing that within the process planning (PAC) planned quantities are not 100% executed.
