Factores que dificultan al gobierno ecuatoriano el impulso de la Metodología Build Information Modeling (BIM)

Building Information Modeling (BIM) implies a process of 3D modeling of a construction project, creating and managing the information, where those involved work collaboratively in the project from the start. The use of BIM has achieved an improvement in productivity, competitiveness, and transparency in the construction involved, for this reason, networks such as BIM GOB LATAM have been created. In Ecuador the management, planification, and execution of public projects are deficient. The Ecuadorian government has not promoted BIM because it requires a significant investment and is not interested in change, innovation, and adaptation. The objective of this research is to identify the factors that make it difficult for the Ecuadorian government to promote the BIM methodology in the architecture, engineering, and construction (AEC) industry, for which semi-structured interviews were conducted with managers of six public entities and twenty-six surveys was applied to their technical, operational, and managerial staff, seeking to know the institutional capacity within the dimensions of knowing, wanting and being able. A narrative analysis of the texts of the interviews was carried out supported by Atlas its software. Additionally, descriptive statistics of the capacities of the personnel and the entity that was reported in the surveys were used. Then, the information of the personnel was contrasted with that provided by the directors of the institutions, and the factors that hinder the promotion of the BIM were established. The results show that the lack of funds for technological investment is one of the main obstacles that impede the adaptation of BIM in the public AEC sector of Ecuador.
