DESIGN AND IMPLEMENTATION OF A COMMUNICATION SYSTEM TO PREVENT ACCIDENTS IN VIA RIOBAMBA- VEHIVULARES AMBATO using the protocol V2V. ABSTRACT: The present investigatión consists in the development of a Management Audit, which leads us to obtain a systematic and strategic view of the financial and administrative situation of the Autonomous Municipal Government of the canton Guano during the period 2015, which is composed by five chapters, each structured as follows: Chapter I: Reference Frame; In the Problem Statement describes the importance of conducting a Management Audit within the Organization, whose benefits are reflected in the efficiency, effectiveness and economy of its operations. It also includes Problem Formulation, Objectives and Justification. Chapter II: Theoretical Framework; Mention is made of the descriptive data of the Institution, the conceptual bases as well as the fundamentals, importance, elements, purposes and objectives of both the Management Audit and the Internal Control, including the methodology and phases of its application. Chapter III: Methodological Framework; The methods, type and design of the research work, population and sample of the field under study, techniques and instruments of data collection are described. Chapter IV: Analysis and Discussion of Results; Shows the development of the Management Audit to the GAD-Municipal of Canton Guano, where all phases were applied, as it is; Preliminary Knowledge, Planning, Execution, Communication of Results, and Follow-up, based on the working papers showing that the evidence is sufficient, relevant, competent and relevant. Chapter V: Conclusions and Recommendations; Corresponds to the Communication of Results, in which the respective conclusions and recommendations, elaborated and addressed to the servers and servers of the GAD-Municipal, are argued, in order to serve as a guide for making timely decisions.
