The present investigation is entitled THE LEGISLATION FOR THE PROMOTION OF HOUSING IN THE GADM-RIOBAMBA AND ITS INCIDENCE IN THE CONSTITUTIONAL RIGHT TO ACCESS A DIGITAL HOUSING, which is born before the lack of laws in the city of Riobamba, to guide and help in the acquisition of a home of your own; In view of this need, the objective has been set: To analyze the legislation that promotes housing in the Autonomous Decentralized Municipal Government of the Riobamba Canton and its impact on the Constitutional Right to have decent housing; To achieve this objective, the theoretical framework has been carried out, which consists of three chapters, in which the right to housing is analyzed, from a macro level to a micro level in the city of Riobamba, after having done this makes a proposal which includes an ordinance which can be applied in the city of Riobamba, which will help the municipal GAD to carry adequate and suitable policies, with regard to housing. After having done this we have proceeded to collect information through the instruments designed for this purpose, these data, serve us to raise conclusions and recommendations.
