إضافة وسم | الملخص: | The Autonomous Decentralized Municipal Governments of Ecuador, within their budgets assigned by the central government, it is essential to carry out adequate processes to acquire goods, services, works, and contracts themselves through public contracting powers. To establish the need to analyze the influence that general contracting has concerning the execution of the budget of the municipal GAD of Guamote in 2020. In chapter I, the problems and the objectives will be extended and achieved with the investigation. Theoretical bases such as the generalities of the GAD in chapter II were analyzed to understand how the public contracting processes were consolidated and how the general state budget is allocated. Chapter III defined the methodology as an organization of the technicians necessary for data collection. For its part, in chapter IV, the management processes and procedures that are carried out for public procurement were identified through a survey of applied methods, how they are executed and evaluated, and its scope concerning the annual operational programming and the annual public procurement plan. The budgeted certificates of the GADM of the Guamote canton and its indicators are analyzed and how the income, expenses, and general contracting processes are executed. The information collected verified that there are public contracting processes declared void due to not showing an offer or signing contracts. In addition, there are several shortcomings in the development of general procurement procedures, which limits the execution of 100% of the planning of the acquisitions of failed goods and services, the budgeted execution, a particular that allows determining the relationship between the study variables. Therefore, it is suggested an analysis by the GADM of the Guamote canton on the directions of the Comptroller General of the State, to verify inconsistencies in the execution of the procedures of the public contracting processes through virtual tools and project a timely concession of awards and perform a scope in each of the scheduled hiring processes considering the preparation of budgeted schedules on time and avoiding errors. |
