Sistema de Gestión de seguridad y salud ocupacional para la gestión de obras públicas del Gobierno Autónomo Descentralizado Municipal del cantón Riobamba.

The objective of this paper is to present a documentary, applicative, field research, non - experimental and longitudinal design; through a system of occupational health and safety from the parameters proposed by the Labor Irrigation Management System of the Ecuadorian Social Security Institute and the legal regulations of the Ministry of Labor of the Gobierno Autónomo Descentralizado Municipal de Riobamba, through the consideration of Administrative Management, Technical Management, Human Talent Management, its threats, risks, in terms of security and occupational health and thus the increase of incidents, accidents and professional illnesses; added to the technical, strategic, and administrative shortcomings and the non-application of the corresponding regulation on Occupational Health and Safety, the lack of trained personnel in the field of Safety Management and the lack of equipment, instruments and materials in general. In the Theoretical Framework the contents that involve the proposed topic are detailed: Structure of the Health and Safety Management System, Occupational Hygiene SART Audit, Risk Management, Labor Code. The entire population of the Public Works Management of the Gobierno Autónomo Descentralizado Municipal de Riobamba was investigated. It consists of the administrative personnel, operating in the different sub processes, such as: Administrative Unit, Inspection, Special Contribution of Improvements, Road Projects and Road Maintenance. In conclusion, it is established that the implementation of the Occupational Health and Safety Management System allows compliance with current regulations for the prevention of occupational hazards to which workers are exposed, it allows to evaluate and control management indexes related to safety and health. This study will allow preventive and corrective actions to be taken, as stipulated in the resolution CD390 - "REGULATION OF THE GENERAL LABOR RISKS INSURANCE" as well as to establish control and monitoring mechanisms to ensure that the implementation is carried out effectively and that allow a continuous improvement in the institution to be promoted in the medium and long term.
