Diagnosis of Internal Communication in the Institutional Policies of the Autonomous Decentralized Municipal Government of Guano Period August - December 2016 ABSTRACT: This research project has the purpose of designing a communication system to prevent motor vehicle accidents, because there is a high index in the transit accident rate at the Ambato-Riobamba road. This project has a base in three main components that are: communication system between raspberry 's by means of a net Ad Hoc, for the video transmission and the alarm system, data acquisition card raspberry was used, making easier the cost as the configuration part, the sensor MaxSonar MB7076 and the plate Arduino are ordered components of processing the information and emit the alert alarm, the characteristics, coding lines and implementation will be described at a later time in this document. The creation of the algorithm makes the activation of our intervening system through the comparison of distances between vehicles that underlies our project, at the moment that an obstacle is found in distance from 4m to 6m, an alarm is emmited in order the driver is forewarned and can react on time and at the same time the video transmission in real time is provided. On the experimental framework the system was tested during a considerable period of time, the obtained results demonstrated the efficiency of the system justifying the main objective in which this thesis was based. This research work was carried out with the objective of diagnosing the internal communication in the institutional policies of the Autonomous Government of Guano Decentralized, from August to December 2016. For its development was used the scientific method, because it helps to check the facts and phenomena that arise, the type of research is descriptive, field and documentary, the design of the research is non-experimental, since in the investigative process The variables were manipulated, ie the problem was studied as presented in its context, the population and sample is composed of 303 public servants, the techniques used were interview, surveys and direct observation. Throughout the research period, it was possible to verify the importance of internal communication for the organized development of activities within this and other institutions, effectively fulfilling the institutional policies and thus rescue the image and identity of the institution. According to the results of the guide and the surveys applied to them, it was verified that there is a deficient internal communication, among some of the data collected it can be mentioned that 48% of servers are not taken into account their criterion when planting The rules of work and even 79% of them recognize that it is important to implement communication tools to improve the work environment. Faced with this identified problem, the institution proposes an internal communication plan, with the objective of managing communication through the determination of internal communication channels and strategies to strengthen the identity and institutional image. This research even calls attention to other institutions to see the importance of recognizing the failures in internal communication and this work is a guide for future projects.
