| Resumo: | This study addresses the issue of human talent management and its impact on the work performance of the National Electoral Council workers of the city of Riobamba. It highlights the importance of human talent management for effectively fulfilling this institution's activities. The correct personnel management permits compliance with institutional objectives. The UATH Human Talent Administration Unit complies with all the activities of planning, recruitment and selection, workers training, payment of remunerations, performance evaluation, and occupational health and safety management. The project's general objective is to determine the incidence of human talent management in the work performance in this institution. Research techniques were applied, such as documentary research, where the information was collected from primary sources, the CNE documents referring to the proposed topic, and the two study variables, which permitted the construction of the theoretical framework. The field research was carried out in the Provincial Electoral Delegation of Chimborazo for data collection through the survey technique. Using the hypothetical-deductive method based on the observation of the phenomenon in the National Electoral Council permitted the formulation of the hypothesis of the project so that it can be subsequently verified. The population and sample were determined, but since the population was tiny, 17 primary workers of the Delegation were taken into account to collect data and know the incidence of the independent variable (management of human talent) on the dependent variable (work performance). The IBM SPSS permitted processing and analyzing the data obtained and graphically representing the results to understand better. Finally, the competency-based human talent management model is presented. With its application, job performance will improve in this institution and solve the study problem. |
