Plan de Desarrollo Turístico de la Parroquia Cebadas, Cantón Guamote

This research aims to design a tourism development plan to enhance the competitiveness of the Cebadas parish, located in the Guamote canton, and to effectively capitalize on its tourism potential as a driver of, employing data collection techniques such as surveys administered to both tourists and local residents, as well as interviews with representatives from the parish’s Decentralized Autonomous Government (GAD). The findings reveal that, despite its considerable natural and cultural assets, the tourism development of Cebadas parish is constrained by several factors, including inadequate infrastructure, limited digital promotion, insufficient training, and the absence of organized tourist packages. The study also identifies key strengths such as the area’s rich natural landscapes and cultural heritage as well as external threats, including low levels of investment and the impact of climate change. Based on these insights, the research concludes that a comprehensive tourism development plan is urgently needed. This plan should focus on infrastructure enhancement, capacity-building within the community, and the implementation of targeted promotional strategies to increase tourist arrivals and stimulate local development.
