الملخص:The Decentralized Autonomous Governments or called GAD, in Ecuador are institutions that form the territorial organization of the Ecuadorian State and are decentralized institutions that have political, administrative and financial autonomy, and are governed by the principles of solidarity, subsidiarity, equity, inter-territorial, integration and citizen participation. Therefore, and being the GAD Municipal de San Miguel de Bolivar an autonomous institution, it has and is governed by its own guidelines and regulations, in the same way with the management processes in all its areas; as is the administration of human talent, which comprise the set of processes that the GAD implements in a structured, creative and functional way to generate profitability, productivity and performance of its collaborators, employees, which translates into the quality of work performed by them, based on their skills and aptitudes that are sought to improve through institutional management.
