الملخص:This research examines the development of participatory democracy in Ecuador since 2017, verifying the connections and disconnections between the state and citizens through bibliographic research. Based on the 2008 Constitution, Ecuador adopted a model that promoted citizen participation in public decision-making. However, its implementation has encountered structural, political, and social limitations. The research focuses on how the state has institutionalized participation mechanisms, such as the Council for Citizen Participation and Social Control (CPCCS), which have shown weaknesses due to political conflicts, a lack of transparency, and limited legitimacy. The study also examines the role of digital media and spaces for expression, such as social networks, and how these have become key actors in shaping public opinion and the relationship between government and citizens. It compares the management of the governments of Lenín Moreno, Guillermo Lasso, and Daniel Noboa, highlighting the declining responsibility for citizen participation, which has been managed for persuasive rather than practical purposes. It also identifies citizen perceptions of mistrust, clientelism, and emotional participation. The research uses a qualitative approach, employing documentary analysis, comparative analysis, and citizen perceptions, ultimately proposing the need to strengthen civic education, improve channels of communication between the state and society, and guarantee effective mechanisms of participation to consolidate a truly inclusive and transparent democracy.
