Sumario:This project analyzes the effectiveness of the municipal ordinance regulating informal trade in Quevedo, evaluating the administrative practices implemented by the Decentralized Autonomous Government (GAD) and their impact on informal merchants. A quantitative approach with a descriptive scope was used, conducting surveys of informal merchants in the canton to obtain data on their working conditions and their relationship with current regulations. The results show that the current ordinance, although aimed at regulating trade, does not include effective inclusion mechanisms, generating economic and bureaucratic barriers that hinder formalization. Furthermore, a lack of labor and social protection was identified for these workers, who face sanctions and operate in vulnerable conditions. Measures such as progressive formalization, reduction of costs and administrative procedures, and training programs are proposed. A more inclusive approach would balance urban order with respect for labor rights, promoting more equitable and sustainable economic development in the canton.
