| Итог: | The study addresses the problem of the indiscriminate allocation of life pensions to former presidents, without considering objective criteria such as performance in office or subsequent economic situation. This approach affects governance and public ethics, generating inequities and weakening citizen confidence in institutions. The general objective is to propose an alternative model of pension allocation that considers objective criteria and promotes a more ethical and fairer governance. To achieve this purpose, qualitative research was carried out, including the analysis of documentary data, surveys and case studies. This approach allowed for a comprehensive understanding of how these pensions impact fiscal sustainability and public perception. The results show that the current system perpetuates inequalities and delegitimizes public management, underscoring the need for a reformed scheme that promotes fairness, transparency and sustainability in the administration of state resources. |
