Pertinencia de ordenanza municipal sobre el acceso de las personas con discapacidad al transporte público urbano

The purpose of this research was to conduct a study on the inaccessibility of people with disabilities to the urban public transport service, whose objective was to analyze the relevance of establishing a municipal ordinance addressed to the Decentralized Autonomous Government of the City of Ibarra in accordance with the legal regulations to improve access to the urban public transport service for people with disabilities. A mixed-modality methodology was used, in which a qualitative approach predominated in accordance with the criteria or opinions of some of the key informants, among whom judges and lawyers specializing in human rights were interviewed. A survey was applied to different people who were present at the bus stops, including people with disabilities and their families. The results showed barriers and obstacles that prevent people with disabilities from accessing urban public transport. It was concluded that in the city of Ibarra it is necessary to create a municipal ordinance which should contain adequate measures for the adaptation of urban transport units for people with disabilities, which will contribute to the elimination of impediments that limit easy access to the urban public transport service.
