Summary:This scientific article presents a detailed analysis of Executive Decrees 730, 110 and 111 issued in Ecuador in response to the growing violence and crime in the country, so fundamentally, through a comparative legal approach, it can be said that it is oriented and examines the effectiveness of these measures in improving public safety, in contrast to their impact on human rights. The tension between the need for a safe environment and respect for constitutional guarantees is addressed, so they are adopted to be effective, proportional and adequately supervised, as well as transparency and in accordance with the participation of citizens and their social perception generated by these policies. The objective of this study is: To carry out a comparative legal analysis between Executive Decrees 730, 110 and 111 issued by the presidents of the Republic of Ecuador, in order to determine similarities, differences and possible legal and social implications. The study is based on quantitative research, cross-sectional design, with a descriptive scope that allows the characterization of the Executive Decrees under analysis. It is important to say that the findings suggest that, although the decrees seek to guarantee security, their implementation has faced criticism for possible abuses and rights violations, mainly among vulnerable groups
