Enmienda al artículo 34 de la Constitución de la Republica del Ecuador, y reforma al artículo 9 de la Ley de Seguridad Social Ecuatoriana

The investigation about the legal and social protection witches the State offer to the informal worker; let us know in this case the absence of the Law. Then the intention of the present work, is relieve and improve the hard, anonymous and anguish informal worker and his family statement, making un constitutional amendment to the 34 article to the Constitution of Ecuador Republic, and un reform to the 9 article of the Social Security Law, in order to give social security coverage to the informal worker and his family, unrecognized till now under that law. This investigation has beginning with the legislation witch has to know with the workers, the social security coverage, Constitution, workers laws, beside the foreign and correlated laws. Was very important the study and works investigation about UDIFOM (IESS Unit for the Urban Marginal Development). I took a look to the urban marginal meetings in Costa Rica (1997) and México (1998). In the same way I been studying the information about urban marginal people, unemployment, employ, poverty, their causes and how to remedy them. It is important to mention that the informal worker and his environment: porousness, migration, unemployment, low remuneration, illegality and exogenous causes analyzed in the present work development. The informal economy is a global problem, but almost nothing has been done to remedy this disgusting and disconsolate situation. The big countries prefer to keep the mind and the eyes shut
