REFORMA A LA LEY DE TURISMO QUE GARANTICE EL DERECHO AL DESCANSO Y OCIO PERMITIENDO LA IMPLEMENTACIÓN DE JUEGOS DE AZAR GENERADOR DE FUENTES DE TRABAJO Y EMPLEO

This thesis entitled: “REFORM OF THE TOURISM LAW THAT GUARANTEES THE RIGHT TO REST AND LEISURE ALLOWING THE INTRODUCTION OF GAMBLING GAMES GENERATING SOURCES OF WORK AND EMPLOYMENT”, refers to the prohibition of gambling games which plays an important role at the moment of being a source of resources, due to the existence of a decree gambling games were forgotten, and thousands of people were affected when all facilities around the country were closed giving that to speak to own and foreigners so I allowed myself to raise my objectives, first to demonstrate the need to incorporate rules allowing the application of gambling games as an economic source for tourism. In this regard, with the documentation obtained from other much more developed countries than ours, its first tourist attraction was gambling centers such as the casinos houses. Existing a legal contradiction against the constitutional rights to work, employment, recreation and rest violated by the Executive Decree 873, I can say that is affecting the rights of a person that is interested in investing in gambling houses and affects the people who want to work and have a job. In addition, materials and methods were applied to develop this research, also interviews and surveys were made, which have helped me to propose a project of Legal Reform of the Tourism Law, to guarantee the rights to obtain a job and employment.
