It proposed a mixed approach that encompasses qualitative and quantitative studies, and also focuses on the construction of effective solutions, applying participatory, independent and democratic processes oriented towards community participation. The present investigation used 115 people who live in the neighborhood as the object of study, due to the criteria of inclusion and exclusion, 52 people were surveyed, their ages varying from 18 to 65 years of age; a structured interview was applied as an instrument to the directors, surveys directed at the heads of household, members of the family nucleus or those over 18 years of age, and an observation sheet. With the investigation carried out by means of interviews, surveys and an observation sheet, it was possible to confirm that 77% of the residents of the San Francisco neighborhood identified the lack of rubbish collectors and that the service has failures as the main deficiency, from this the different problems that were evidenced, but that became a secondary issue, likewise the trust between residents and the board is biased, one of the factors was because of the work, those people did not know about the meetings organized by the neighborhood board.
