The Strategic Plan is a document that outlines the main lines of action, that is, the strategy that an institution or organization intends to follow in the short and medium term, in order to achieve efficiency and effectiveness in the development of its functions, This is why, in developing the proposal to develop a strategic plan for Parish GAD of Yangana, it seeks to create the guidelines that the organization must follow to achieve the objectives, and thus achieve an effective management that helps the good performance and improvement of the development of the institution. The purpose of carrying out the strategic plan for the Parish GAD of Yangana is to give a proposal to the institution to cover the needs of the parish according to the programs and projects that were proposed, and that the parochial government already has the orientation To be able to fix or carry out the works according to the needs of the population and with that to improve the quality of life of Yangana. In order to meet the objectives, the interview technique was applied to the parish GAD officials and the Yangana population survey, which allowed for an in-depth analysis of both GAD officials and parishioners, and lastly, The gathering of field information; Through which I was able to collect important information for the elaboration of the plan, applying three methods; The scientific, analytical and deductive, determining their results through an analysis and interpretation of each of the questions addressed to the management carried out by the Institution. Finally, it is concluded that Yangana has interesting potentialities that deserve to be exploited, as is the case of agricultural, livestock and tourism production that must be strengthened and considered as an additional activity in the generation of economic income of the population.
