Summary:The present research work takes as a reference a social problem that managed to consolidate and interfere in the correct action of the public administration. Based on what has been said, this document puts to consideration conceptual notions that help determine the impact of clientelism on the fundamental right to enjoy a good Public Administration, reaching to corroborate that these practices transgress the legal system and restrict essential rights in the lives of people. The emergence of this problem dates back many years. With the passage of time, politics has become a system of mutual exchange, to such an extent that Political Organizations (POs) have come to be considered as the matrix of these clientelist practices due to the breach of the functions conferred, generating a breach in the norm and in democracy. The effect generated by clientelism is serious, the Government becomes a particularist State that leaves aside the collective interest and focuses only on the fulfillment of those relations of mutual exchange. Clientelism is the means by which people who enter the public sector do so without that suitability and capacity required by the administration, generating of this way inefficiency in the lending of services. The achievement of the fulfillment of silver objectives was thanks to the use of research methods, likewise, to the application of interviews and surveys to legal professionals, public servers, political activists and citizens in general, whose results served to propose and establish good practices and possible solutions that allow to placate political clientelism. The data obtained highlight the importance of promoting democracy, strengthening political organizations, encouraging and using citizen participation mechanisms that help bring down this social phenomenon
